This bill would require the California Department of Motor Vehicles (DMV) to waive delinquent vehicle registration fees and penalties when a transferee or purchaser of a vehicle applies for a transfer of registration, if the DMV determines the fees became due or penalties accrued before the purchase of the vehicle. The bill would also require the DMV to create a system to collect these delinquent fees and penalties directly from the seller or transferor, rather than the new owner, when the seller registers another car or applies for a license renewal. These provisions would become operative on January 1, 2028.
