This bill requires the Motor Vehicle Administration (MVA), in consultation with Baltimore City and other interested jurisdictions, to prepare a report on motor vehicles owned by Maryland residents that are improperly registered in another state. The report must analyze the legal basis for Maryland residents to obtain or avoid obtaining Maryland vehicle titles or registrations, list other states that allow Maryland residents to register their vehicles there, and examine the incentives for improper registration. The report must also provide statistics on the number of such vehicles, describe enforcement actions taken by the MVA, and analyze the harms caused by improper registration. Finally, the bill requires the MVA to submit its findings and recommendations to the Governor and General Assembly by December 1, 2024.
