This bill makes continuing appropriations for fiscal year 2024 to fund essential government operations in the event of a shutdown, ensuring the continued pay and allowances for members of the Armed Forces, certain federal civilian personnel, and contractors supporting them. * **Department of Defense and Department of Homeland Security (Coast Guard) Personnel and Contractors:** Such sums as are necessary are appropriated from the Treasury to provide pay and allowances for members of the Armed Forces, Department of Defense civilian personnel supporting them, and Department of Defense contractors supporting them. Similar provisions apply to the Coast Guard within the Department of Homeland Security. * **Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), Transportation Security Administration (TSA), Air Traffic Controllers, and Department of Veterans Affairs (VA) Personnel and Contractors:** Such sums as are necessary are appropriated from the Treasury to cover the salaries and expenses of: * CBP agents and officers performing critical border security functions. * ICE officers and agents conducting immigration enforcement and investigations of criminal operations. * TSA officers and employees engaged in law enforcement or security functions, including the Federal Air Marshal Service. * Air traffic controllers. * Department of Veterans Affairs personnel at the Board of Veteran's Appeals, medical facilities, contact centers, the veterans' hotline, regional offices, or those processing and delivering benefits. * Contractors supporting the essential functions of CBP, ICE, TSA, air traffic control, and the VA. The appropriations made available by this Act will remain available until the enactment of regular or continuing appropriations for the covered purposes, or until October 1, 2024, whichever occurs first.
