This bill allows the Director of the Division of Purchase and Property to use auction or reverse auction procedures when seeking bids for contracts related to health benefits, specifically for hospital, surgical, obstetrical, and other covered health care services and benefits, or for the provider network for these services. This applies to programs like the State Health Benefits Program, the School Employees' Health Benefits Program, and the Medicaid Managed Care Program. A reverse auction is a process where sellers bid down the price of a good or service, and this bill permits the director to allow pricing to be revealed to all qualified bidders during such an auction, provided it's determined that this method will result in more advantageous bids for the state. Previously, these types of health care contracts were excluded from this reverse auction provision, with the exception of pharmacy benefit management contracts.
