This bill, the California AI Transparency Act, would require covered providers (those with over 1 million monthly users) of generative artificial intelligence (GenAI) systems to provide users with an AI detection tool to assess whether content was created or altered by the provider's GenAI system. The bill would also require covered providers to include manifest disclosures (clearly identifying AI-generated content) and latent disclosures (providing information about the content's provenance) in content created or altered by their GenAI systems. Additionally, the bill would hold covered providers liable for civil penalties if they violate these provisions and would allow authorities to take action against third-party licensees who continue using a GenAI system after its license has been revoked. The bill would become operative on January 1, 2026.
