This bill amends the law to subject the Oklahoma Turnpike Authority (the Authority) to oversight by a new Turnpike Legislative Oversight Board (the Board). The Board will be composed of 12 members, 6 from the Senate and 6 from the House of Representatives, with one member appointed from each of the Authority's 6 geographic districts. The Board can conduct hearings, investigations, and request information from the Authority to oversee its management, administration, and transparency. The Board can temporarily suspend Authority board members or executive staff for up to 30 days for certain issues, and can also recommend their removal through a two-thirds vote of both the Senate and House. The Authority is required to provide an annual report to the Board and respond to its requests for information. The bill also declares an emergency, allowing it to take effect immediately upon passage and approval.
