This bill prohibits school districts and local libraries from banning or restricting access to books or other media based on partisan or doctrinal disapproval, or the origin, background, or views of the person who created the content. However, it allows for exceptions if a resident of the district or locality requests a ban or restriction, has read or viewed the content in full, provides detailed reasons for the request, and at least 5% of the qualified electors in the area have signed onto the request. The bill also excludes age-based restrictions on obscene or pornographic material, as well as libraries operated by jails, correctional institutions, or state institutions for individuals with intellectual disabilities or in state psychiatric hospitals.
