This bill, known as the Unborn Child Support Act, amends the Social Security Act to ensure that child support is collected and distributed for unborn children under the child support enforcement program. The key provisions include: (1) requiring states to establish and enforce child support obligations of the biological father of an unborn child, starting from the first month of conception if requested by the mother; (2) allowing retroactive collection of such child support obligations, even if paternity is established after the child's birth; (3) determining the payment amount based on the best interests of the mother and child; and (4) prohibiting any measures to establish paternity of an unborn child that pose a risk of harm to the child. The amendments made by this bill will take effect two years after the date of enactment.
