This bill, the Critical Minerals Security Act of 2024, requires the U.S. Secretary of the Interior, in consultation with other relevant federal agencies, to submit annual reports on critical mineral and rare earth element resources around the world. The reports will assess which resources are controlled by foreign entities of concern, owned by the U.S. or its allies, or not controlled by foreign adversaries. The bill also directs the Secretary to establish a process for U.S. persons to notify the government of plans to divest from such resources abroad, and develop a strategy to collaborate with U.S. allies on advanced mining, refining, and recycling technologies for these critical materials.
