This bill, known as "Jillian's Law," makes various changes to Tennessee laws related to mental health and firearm possession. It requires people who are judicially committed to a mental institution to remain committed until their competency to stand trial is restored or, if competency cannot be restored, until the court approves a mandatory outpatient treatment plan that accounts for community safety. The bill also creates a rebuttable presumption that certain individuals found incompetent to stand trial due to intellectual disability or mental illness meet the standards for judicial commitment or emergency admission. Additionally, the bill prohibits individuals who have been adjudicated as a mental defective or judicially committed from carrying or possessing firearms, and makes it an offense to knowingly purchase a firearm in such circumstances.
