This bill amends the existing law to increase the threshold for public utilities to acquire water, sanitary sewer, or storm water utilities from non-rate-regulated entities from $500,000 to $3 million. The bill requires the public utility to obtain approval from the Iowa Utilities Board (the board) before acquiring the utility, and if the utility to be acquired is a city utility, the city must first complete certain requirements. The bill also allows the public utility to apply for advance approval of an initial tariff for providing service to customers of the acquired utility. Additionally, the bill requires the board to specify the ratemaking principles that will apply when the costs of the acquired utility are included in regulated rates, and the board must find that the proposed acquisition will result in just and reasonable rates to all customers. Finally, the bill sets timelines for the board to issue a final order on the acquisition application.
