This bill requires the Legislative Reference Bureau to conduct a feasibility study for the establishment of a state lottery in Hawaii. The study will examine the positive and negative effects of state lotteries in other states, estimate the potential revenues generated, and provide cost estimates and other implementation requirements for legalizing a state lottery in Hawaii. The Legislative Reference Bureau is required to submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than 20 days prior to the convening of the regular session of 2025.
