This bill bans the sale of all flavored tobacco products, including those with menthol or that produce cooling sensations, as well as the mislabeling of e-liquid products as nicotine-free. It establishes two full-time program specialist positions and one full-time hearings officer position within the Department of Health to enforce the ban and appropriates $1 million to carry out the purposes of the Act. The bill also repeals a section of existing law that preempted local regulation of the sale of cigarettes, tobacco products, and electronic smoking devices, allowing counties to adopt more stringent restrictions than the state.
