This bill substitutes civil penalties in place of criminal penalties for certain offenses related to possessing, possessing with the intent to distribute, and cultivating cannabis and manufacturing cannabis products. The bill defines a "personal use amount" of cannabis and creates civil offenses for possessing amounts exceeding the personal use amount, with fines or community service as penalties. The bill also creates civil offenses for cultivating more than two cannabis plants and for possessing cannabis with the intent to distribute, with fines or community service as penalties. The bill takes effect on October 1, 2024.
