This bill: 1. Prohibits local legislative bodies from prohibiting the placement of certain manufactured homes in residential zoning districts that allow single-family homes, provided the manufactured home meets certain criteria. 2. Prohibits local jurisdictions from using adequate public facilities laws to deny permits for state-funded affordable housing projects or to unreasonably restrict or limit the development of such projects in a way that would substantially impact the viability, affordability, or density of the project. 3. Establishes a new "Housing Expansion and Affordability" subtitle in the Land Use Article, which allows qualified affordable housing projects to exceed certain zoning density limits in areas zoned for single-family, multifamily, and non-residential use, and prohibits local jurisdictions from imposing unreasonable limitations on such projects. 4. Limits the number of public hearings required for review of qualified affordable housing projects by local governing bodies, planning commissions, historic commissions, and boards of appeal. The bill is intended to facilitate the development of more affordable housing in Maryland by providing exemptions from certain zoning and permitting requirements for qualified projects.
