This bill directs the Federal Emergency Management Agency (FEMA) to take several actions to improve wildfire response and mitigation efforts. Specifically, it requires FEMA to recommend regulations or guidance to make certain assessments and emergency stabilization measures eligible for the Fire Management Assistance Grant program, regardless of the incident period for a declared fire. The bill also directs FEMA to update its Public Assistance Program and Policy Guide to include guidance on wildfire-specific recovery challenges. Additionally, the bill requires FEMA to review and update the criteria for evaluating the cost-effectiveness of wildfire mitigation projects, including considerations for defensible space, nature-based infrastructure, vegetation management, and the impacts on public health and water infrastructure. Finally, the bill extends and modifies a provision that waives the requirement to deduct certain federal disaster assistance from the amount of other federal disaster assistance received by an individual or household.
