This bill enacts the "Tennessee Voluntary Do Not Sell Firearms Act," which allows a person to voluntarily waive their firearm rights by filing a waiver form with the county circuit court clerk or their healthcare provider. The waiver will be entered into the National Instant Criminal Background Check System (NICS) and other law enforcement databases to prevent the person from purchasing or receiving a firearm while the waiver is in effect. The person can later revoke the waiver after a waiting period. The bill also makes it an offense to sell or transfer a firearm to someone with an active waiver. The records related to the waivers are confidential, except for disclosure to law enforcement or the applicant.
