This bill has three main parts: Part I prohibits private covenants for residentially zoned lots within an urban district from limiting the number of accessory dwelling units below the amount allowed by state law or restricting the long-term rental of residential units. It defines a "residentially zoned lot" as a zoning lot in a county zoning district primarily reserved for one-family and two-family detached dwellings. Part II requires the director of the county agency responsible for land use to review and approve, deny, or otherwise act upon any application for subdivision, consolidation, or resubdivision of parcels within the urban district. It allows counties to enact ordinances or adopt rules governing the eligibility requirements and standards for such applications. Part III amends the calculation of impact fees for certain developments, including allowing the appropriate board of water supply to calculate impact fees based on the total number of fixtures in the development rather than square footage.
