This bill establishes the Jail Oversight Board within the Office of the Governor to ensure transparency and independent oversight of Washington's jail system, support safe and humane conditions for jail employees and incarcerated individuals, and promote reform towards a more rehabilitative and therapeutic jail system. The board will consist of five members with backgrounds in jail administration, medical and behavioral health services, lived experience of incarceration, and legal advocacy. The board will monitor jails, investigate issues, provide technical assistance, and maintain a statewide uniform jail reporting system. The bill also gives the board access to jail facilities, incarcerated individuals, and information, while protecting the confidentiality of certain records and information. The bill also amends existing law to require the Jail Oversight Board to be involved in unexpected fatality reviews of individuals in jail custody.
