This bill creates a Washington state supply chain competitiveness infrastructure program. The program will provide grants and loans to public ports to develop or maintain transportation infrastructure that ensures the successful and efficient operation of the state's supply chain, with the goals of improving economic, safety, and environmental factors related to freight movement, sustaining the state's international trade economy, and increasing access to efficient and cost-effective transport to market for Washington's agricultural and industrial products. The program will be administered by the Department of Transportation in collaboration with the Department of Commerce and other key supply chain stakeholders.
