This bill prohibits certain foreign parties, including those subject to International Traffic in Arms regulations, foreign governments, and entities with significant foreign control, from owning, purchasing, or acquiring an interest in agricultural lands in Hawaii. It establishes an Office of Agricultural Intelligence within the Department of Agriculture to investigate claims of unlawful foreign ownership and requires the Attorney General to enforce the law. The bill also appropriates funds to establish the new office and declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
