This bill: 1. Requires the Sports Wagering Application Review Commission to accept and consider applications for sports wagering facility and mobile sports wagering licenses submitted before January 1, 2026, subject to certain limitations. 2. Extends the termination date of provisions requiring the application of the Minority Business Enterprise Program to the sports wagering industry from July 1, 2024 to July 1, 2025. 3. Encourages applicants who qualify as minority-owned, women-owned, or small businesses to apply for sports wagering licenses. 4. Directs the Governor's Office of Small, Minority, and Women Business Affairs, in consultation with the Attorney General's Office and sports wagering licensees, to establish a plan for setting reasonable and appropriate minority business enterprise participation goals and procedures for the procurement of goods and services related to sports wagering.
