This bill amends Tennessee Code Annotated, Section 6-51-104, to specify circumstances in which a referendum will not be required to effectuate annexation of territory. Specifically, it removes the requirement for a referendum if two-thirds of the property owners within the territory proposed for annexation consent in writing, the total area of the property owned by the consenting owners is more than one-half of the territory proposed for annexation, and the proposed annexation consists of nine or fewer parcels. The bill also removes the repealer provision for exceptions to the referendum requirement.
