This bill amends Section 33-15-11 of the Mississippi Code to revise the Governor's emergency authority regarding utility shutoffs. The bill clarifies that the Governor can only authorize local governing authorities to suspend water, electric, sewer, and natural gas shutoffs during an emergency, and cannot require the local authorities to do so. The bill also allows the Governor to suspend other regulatory statutes, orders, rules, or regulations to facilitate the local authorities' discretion on utility shutoffs during an emergency.
