This bill establishes the Green and Renewable Energy for Nonprofit Organizations Loan Program in the Maryland Energy Administration to provide no-interest loans to nonprofit organizations for the planning, purchase, and installation of qualifying energy systems that generate electricity or usable thermal energy and assist the state in meeting environmental and greenhouse gas reduction goals. The bill creates the Green and Renewable Energy for Nonprofit Organizations Loan Fund to finance the program, authorizing the Governor to include an appropriation of $5 million for the fund in fiscal year 2026 and at least $5 million minus the fund balance in fiscal year 2027. The bill also sets requirements for the application process, loan approval, and repayment, and directs the administration to establish application guidelines and considerations, as well as an advertising campaign, by July 1, 2025.
