This bill establishes the Commission on Universal Health Care to determine the feasibility of creating a state-run universal healthcare program that would provide comprehensive, affordable, and high-quality health coverage to all Maryland residents through a single-payer system. The Commission will study ways to incorporate health equity, reduce disparities, and improve access, particularly in underserved areas. It will also make recommendations on integrating existing programs, supporting displaced workers, and the structure and financing of a potential universal healthcare program. The Commission is required to submit an interim report by June 1, 2026 and a final report with its analysis and recommendations by October 1, 2027.
