This bill amends the Presidential Transition Act of 1963 to require the timely appointment of agency transition officials, ensure adequate performance and oversight of required transition-related preparation, and provide new guidance for agencies and possible transition teams. Specifically, it establishes a Federal Transition Coordinator to be responsible for coordinating transition planning across agencies, provides more detailed requirements for the White House Transition Coordinating Council and the Agency Transition Directors Council, mandates reports on the transition process, and directs the Federal Transition Coordinator to provide guidance on IT management during the transition.
