AMENDING TITLE 53 (MUNICIPALITIES GENERALLY) OF THE PENNSYLVANIA <-- CONSOLIDATED STATUTES, PROVIDING FOR MULTIPLE-UNIT DWELLING ZONING ORDINANCES.
AI Summary
This bill amends the Pennsylvania Municipalities Planning Code to require municipalities with a population over 5,000 to allow multiple-unit dwellings and mixed-use developments that include multiple-unit dwellings as a permitted use in commercial zones, as long as the property has access to municipal water and sewer systems. The bill also limits the parking space requirements for these developments to one space per unit and accessible spaces required by the Americans with Disabilities Act, or an equivalent number of spaces through a shared parking agreement. The bill allows municipalities to petition a county or regional planning agency to review the impact of the proposed development on existing infrastructure and require reasonable improvements. The provisions apply to municipalities within counties that have experienced population growth in the most recent federal census.
