This bill would make several changes to the Sacramento Regional Transit District Act: 1. It would authorize the district to also comprise the Cities of Galt and Isleton, and the unincorporated portions of Sacramento County where the county has declared a need for the district to operate, provided the cities and county agree to annexation. 2. It would reduce the number of members that may be appointed to the board of directors by the City Council of the City of Sacramento from 4 to 3, delete obsolete provisions referring to the first board of directors, and make other conforming changes. 3. It would allow a city or county that is not annexed to the district to become a "participating entity" that may appoint at least one member to the board if the entity enters into an agreement with the district to pay its proportionate share of the district's cost to provide rail or other district-wide transit services, and the district agrees to maintain a specified level of those services. 4. It would make various other changes related to the composition and operations of the board of directors.
