This bill would require health care service plans and health insurers to develop a maternal mental health program that includes at least one screening during pregnancy, at least one additional screening during the first 6 weeks of the postpartum period, and additional postpartum screenings if deemed medically necessary by the treating provider. The program must be designed to promote quality and cost-effective outcomes, and include quality measures to encourage screening, diagnosis, treatment, and referral. The bill also encourages plans and insurers to improve screening, treatment, and referral to maternal mental health services, include coverage for doulas, incentivize training for contracting obstetric providers, and educate enrollees about the program. The bill would apply to Medi-Cal managed care plans, but the State Department of Health Care Services must obtain any necessary federal approvals. The bill also states that no reimbursement is required for local agencies or school districts.
