This bill, the Campus Free Speech Act, requires public universities and community colleges in Illinois to develop and adopt a policy on free expression that protects the right to free speech and assembly on campus. The bill establishes a Committee on Free Expression to monitor and report on free speech issues at public institutions of higher education in the state. The bill also requires public universities to include information on free speech policies in their freshman orientation programs. The bill authorizes the Board of Higher Education to adopt rules to further the purposes of the free speech policies, and allows the Attorney General or individuals whose free speech rights are violated to bring legal action to enforce the provisions of the Act.
