authorizing the Department of Veterans’ Affairs to submit a budget amendment for specified purposes if additional direct care staff are needed to meet its established staffing ratio; amending s. 409.915, F.S.; extending for 1 fiscal year the exclusion of certain funds from the definition of the term “state Medicaid expenditures”; amending s. 216.262, F.S.; extending for 1 fiscal year the authority of the Department of Corrections to submit a budget amendment for additional positions and appropriations under certain circumstances;
