This bill requires the Maryland Health Benefit Exchange to establish and implement the Qualified Resident Enrollment Program to facilitate the enrollment of qualified residents, regardless of immigration status, in qualified health plans offered through the Exchange. The program's implementation is contingent on the approval of a state innovation waiver application amendment under the Affordable Care Act. The bill also allows the Exchange to delegate certain functions of the program to a third party. The bill specifies that the Exchange must submit a report to the General Assembly within six months before the fiscal year in which the program is implemented, detailing the funding, parameters, and anticipated participation and premium costs of the program.
