This bill establishes the Covered Electronic Device Recycling Program in the Department of the Environment. It repeals existing covered electronic takeback programs and the authorization for counties to address methods for the separate collection and recycling of covered electronic devices in their recycling plans. The bill creates a separate covered electronic device recycling account within the State Recycling Trust Fund, which will be used to make disbursements to authorized collectors and recyclers for the costs of recycling, refurbishment, or reuse of covered electronic devices. The bill also establishes a Covered Electronic Device Advisory Council to advise the Department on the implementation of the program.
