This bill establishes a state policy that local school systems operate their school library media programs consistent with certain standards, including that materials may not be excluded or removed solely based on the origin, background, or views of the creator, or due to partisan, ideological, or religious disapproval. It requires each local school system to develop a policy and procedures to review objections to materials in the school library media program, and prohibits a county board of education from retaliating against school library media personnel for performing their duties consistent with these standards. The bill also imposes new requirements on the operation and funding of regional resource centers, county library systems, and other libraries that receive state funds, conditioning such funding on the adoption of policies consistent with the state standards for libraries.
