This bill prohibits a person from obscuring or modifying a vehicle registration plate in a manner that may prevent identification. It also authorizes a police officer to enforce this provision only as a secondary action when the officer detains a driver for a suspected violation of another provision of the law. Under the bill, a person who violates this provision will first receive a warning notice, and for a second or subsequent offense committed at least 60 days later, the person will be assessed points under the state's vehicle laws.
