This bill creates new regulations for retail pet shops in Kentucky. It prohibits retail pet shops from selling dogs or cats unless the animals were obtained from an animal shelter or a qualified breeder, defined as a large-scale breeding kennel with no recent USDA violations or a hobby breeder with no more than three breeding females. The bill also prohibits retail pet shops from selling dogs or cats that are less than eight weeks old or to individuals under 18 years old. Additionally, the bill prohibits local governments from passing ordinances that conflict with these new requirements and establishes a civil penalty of $500 for each violation by a retail pet shop.
