This bill establishes the Arts Incubator Workgroup to study how arts and cultural institutions can support local artists. The Workgroup consists of various members, including artists, arts educators, representatives of arts entities, local arts council members, and members of the public who support the arts. The Workgroup is required to submit a preliminary report on its findings, including research, case studies, and examples of approaches used to support artists in other areas, by January 1, 2025, and a final report on its recommendations, including any necessary budget, facilities, or in-kind services that are needed or could be used to support local artists, by October 1, 2025. The bill takes effect on July 1, 2024, and remains effective for a period of 1 year and 6 months, expiring on December 31, 2025.
