This bill, the California Food Safety Act, would require that any coffee product decaffeinated using methylene chloride be clearly labeled as such, starting on January 1, 2027. The bill also directs the Office of Environmental Health Hazard Assessment to conduct a study on the health impacts of consuming methylene chloride, and to update the state's safety guidelines for methylene chloride by January 1, 2026. Violations of the labeling requirement would be subject to civil penalties of up to $5,000 for a first offense and $10,000 for each subsequent offense.
