This bill requires candidates, campaign finance entities, and certain other persons or their agents who publish, distribute, or disseminate campaign materials in Maryland that use or contain "synthetic media" (i.e., manipulated images, audio, or video) to include a specific disclosure statement. For still images, the disclosure must state that the image has been altered or modified using computer programs. For audio recordings, the disclosure must be clearly spoken at the beginning, end, and every 2 minutes for recordings longer than 2 minutes. For video recordings, the disclosure must be visible throughout the video in a conspicuous location. The bill also adds a violation for publishing, distributing, or disseminating campaign materials that violate these new disclosure requirements. The bill takes effect on January 1, 2025.
