This bill alters the Off-Highway Recreational Vehicle Trail Fund by expanding its authorized uses, such as maintaining the newly established Off-Highway Recreational Vehicle Recreation Oversight Board. The bill also increases the percentage of revenue from an excise tax on off-highway recreational vehicle certificates of title that the Comptroller must distribute to the Fund in fiscal years 2026 and 2027 and each year thereafter. Additionally, the bill establishes the Off-Highway Recreational Vehicle Recreation Oversight Board to advise the Secretary of Natural Resources on the operation, acquisition, regulation, and general oversight of off-highway recreational vehicle trails and recreation in the state, as well as review and approve expenditures from the Fund.
