This bill amends Oregon's public employment laws to: 1) Prohibit the Employment Relations Board from designating a bargaining unit that includes both guards at a correctional institution or mental hospital or police officers who serve in a rank equivalent to sergeant and rank-and-file subordinate employees, with an exception for bargaining units certified or recognized prior to the effective date of this bill. 2) Allow the Employment Relations Board to certify a labor organization as the exclusive representative of a group of employees without an election if the Board finds that a majority of the employees in the unit have signed authorization cards designating the labor organization as their bargaining representative, unless a petition for a representation election is timely filed. 3) Declare an emergency, making the bill effective immediately upon passage.
