This bill makes changes to the Energy Resource Procurement Act in Utah. It defines "grid enhancing technology" as any technology that increases the capacity, efficiency, or reliability of electric transmission infrastructure, such as dynamic line ratings, advanced power flow controls, and energy storage. The bill requires large-scale electric utilities to analyze the cost-effectiveness and timeline for deploying grid enhancing technologies when proposing transmission system additions or expansions. The Public Service Commission is directed to encourage the inclusion of grid enhancing technologies in utility integrated resource plans and to approve the recovery of prudently incurred costs for such technologies if they are found to be cost-effective. The bill takes effect on May 1, 2024.
