This bill establishes the criminal offense of obstructing a highway, street, sidewalk, or other passageway, either intentionally, knowingly, or recklessly. The bill defines "obstruct" as rendering a passage impassable or unreasonably inconvenient or hazardous. Violators can be charged with a misdemeanor, subject to a fine of at least $500 and/or up to one year in jail. If the offense involves certain aggravating circumstances, such as a previous conviction or preventing the passage of an emergency vehicle, the person can be charged with a felony, punishable by a fine of at least $1,000 and/or one to three years in prison.
