This bill: 1. Creates a "drug-free homeless service zone" within 300 feet of facilities that provide services, shelter, or permanent supportive housing to individuals experiencing homelessness, and makes it unlawful to sell or transfer dangerous drugs or narcotic drugs within this zone or to allow the possession or use of such drugs in this zone. Violations can result in enhanced criminal penalties. 2. Requires the Department of Public Safety to collect and provide information on crimes committed by and against individuals identified as homeless. 3. Establishes the Homeless Shelter and Services Fund, administered by the Department, to fund various services and programs for individuals experiencing homelessness, including substance abuse treatment, mental health treatment, homeless outreach teams, short-term shelter, and transitional housing. The bill also allows the fund to be used for camping facilities and individual/temporary shelters for the homeless. 4. Requires a performance audit by the Auditor General on the amount of monies spent on programs and services for individuals experiencing homelessness in the state. 5. Transfers $75 million from the Housing Trust Fund to the Homeless Shelter and Services Fund, with additional transfers to establish secure behavioral health residential facilities, fund the performance audit, and support medicated assisted treatment for the homeless.
