Within six months of the bill's enactment, the task force must present a detailed plan to the institution's president, including cost estimates, distribution locations, and a timeline for full implementation within 12 months. The president is then responsible for putting this plan into action, though institutions can start implementing measures sooner. The task force will disband 30 days after submitting its plan.
