This bill establishes the Self-Directed Mental Health Services Pilot Program in the Maryland Department of Health to facilitate access to clinically appropriate, person-centered, culturally responsive, and trauma-informed self-directed services for certain recipients of the Maryland Medical Assistance Program. The program will provide participants with individual-directed goods and services, a support broker, a self-directed services budget, and fiscal intermediary support. The bill requires the Governor to include $1,000,000 in the annual budget bill for the program from fiscal years 2026 through 2028, and the Department must report its findings and recommendations from the pilot program by November 1, 2028. The program will be operational for a 3-year period and will then be abrogated on June 30, 2029 unless further action is taken by the General Assembly.
