This bill, the Maryland Toll Rate Reform Act of 2024, establishes the Transportation Facilities Overage Account in the Transportation Trust Fund. It requires the Maryland Transportation Authority to set toll rates at near-optimal levels, defined as rates that provide at least 95% of the maximum possible revenue, and to distribute any revenue collected above what is needed for maintenance, operations, and debt service to the new Overage Account. The funds in the Overage Account must be used for construction and maintenance of highways that feed traffic to Maryland Transportation Authority facilities, as well as projects that relieve congestion at those facilities by providing alternative transportation options. The bill also requires the Authority to consider offering discounted toll rates for certain groups, such as seniors, commuters, and low-income state residents, when determining the near-optimal toll rate.
