This bill, the Safe Staffing Act of 2024, requires each hospital in Maryland to establish and maintain a clinical staffing committee and implement a clinical staffing plan. The plan must be based on patient needs and establish guidelines or ratios for the number of patients assigned to each registered nurse, as well as the number of nurses, nursing assistants, and other frontline staff required on each unit and shift. The Health Services Cost Review Commission is tasked with investigating alleged violations of the Act and can require hospitals to submit corrective action plans if violations are found, and can impose civil penalties for non-compliance.
