This bill would establish the Swimming Lesson Voucher Program, to be administered by the Department of Parks and Recreation. The program would offer vouchers for free swimming lessons to children 4 years old or younger whose families have an income of no more than 200% of the federal poverty level. The department would be required to contract with and verify the training of swimming lesson vendors, establish application and eligibility criteria, issue the vouchers, and adopt rules to administer the program. Implementation of the program would be contingent on an appropriation of funding in the state budget or other legislation.
